Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

Based on sufficient evidence, BSO homicide detectives were able to obtain a warrant for McCord’s arrest. McCord agreed to talk with detectives at BSO headquarters Sunday but would not admit to killing his wife, 31-year-old Marie Noguera. McCord told detectives he had been advised by his attorney not to answer any further questions.
Based on their investigation, BSO homicide detectives believe McCord and his wife had dinner around 6:30 Thursday night. Following dinner, the couple went to an upstairs study where McCord physically attacked his wife before strangling her. The Broward Medical Examiner’s Office said the cause of death was blunt trauma and ligature strangulation and the manner was homicide.
I couldn't find any updates on trial or conviction, but thought I would bump now that he was arrested. I don't know if he had been arrested at the time of the inital article because the link is dead now.JMO. Unless there's a link, I can't prove it.
