There is a recent media push by the Michigan State Police to identify this UID. I did a quick search and didn't see any existing threads here or a Doe Network profile.

The Michigan State Police post in Jackson this week released artist renderings of the woman, whose body was discovered Aug. 29, 1978 on Clear Lake Road in Jackson County’s Waterloo Township. Police believe her body was dumped around 9:20 a.m. that day.

Another dead woman was found that morning and identified in 1978.
From: http://www.mlive.com/news/jackson/index.ssf/2014/02/after_35_years_body_found_in_j.html
The unidentified victim is believed to be a black woman, who was between 28- and 40- years-old at her death. She was approximately 5-foot, 3-inches to 5-foot, 7-inches tall, weighed 130 pounds and wore an auburn wig that was wavy and collar length.

Detectives believe the woman may have been from the metro Detroit area.

Another female victim was found that morning and was identified as being from the Detroit area.

The only thing I keep coming up with is Ila Maynard.NamUS 22946. Last seen in 1974.

A little young but height and weight seem about right. She would have been about 21 in 1978. My opinion is she ran away from her husband and that's how she ended up in MI as she's from NC.

She liked to wear weaves in her hair.

She liked to go by her middle name....Veronica Tucker.

It's a stretch but I am scouring for others and coming up empty handed. :(

I'm thinking Ila's chin is not as prominent as Waterloo Doe.

Bumping for this poor girl. No rule outs but DNA is available... it just hasn't been submitted yet. I wish they would get on that.

Case Details:

On August 30, 1978 the body of an individual was found in a garbage bag on the side of Clear Lake Road north of Interstate 94, in the Waterloo State Recreation Area in Jackson County, Michigan. The deceased, probably between 20 and 45 years old, is listed on NamUs as a Black female; however, DNA work prior to listing indicated the victim was born a Black male. The skeletal remains were found dressed in women’s clothing, wearing a wavy auburn collar-length wig. The victim was approximately 5’2 to 5’9 tall, was estimated to weigh 130 lbs, and had a sizable scar on the right shoulder. Because the deceased was found with another victim who was later identified as being from the Detroit area, detectives believe the unidentified individual may also have been from the Detroit metro area.

Jackson Co MI Doe - DNA Doe Project Cases

After 43 years, researchers now have new information about a person found dead inside a garbage bag in the Waterloo State Recreation Area in 1978.

Through further investigation, the victim, originally identified as female, was discovered to have been born male, according to Carolyn Isaac, assistant professor in Michigan State University’s Department of Anthropology.

A team from MSU’s Forensic Anthropology Lab, the Jackson County Medical Examiner’s Office and Michigan State Police recently completed a reanalysis of the person revealed the skeletal morphologies for estimating biological sex were indeterminate, with some appearing more masculine and others more feminine, Isaac said in an email.

The team was concerned this could be hindering the identification of the person, so further DNA testing was completed to confirm the victim was born male, Isaac said.

The team has also been working with the DNA Doe Project and the Trans Doe Task Force in an effort to identify the victim.

“I really hope that we are on track to get this person identified. It breaks my heart that someone has been missing their loved one for all of these years,” Isaac said.

Michigan State Police did not want to directly comment on the discovery, but Det. Sgt. David Stamler provided MLive/Jackson Citizen-Patriot with this statement:

“At this time the laboratory analyzing the DNA is in the process of preparing the sample(s) for comparison with the consumer databases (Ancestry, 23 and Me, etc.) available. Due to the pandemic, these efforts have been delayed, and like yourself, we are waiting for this to be completed with the hopes of possible matches with the victim’s family members. Normal procedures dictate that we will be made aware of any possible matches, and will contact potential relatives as part of the investigation. As you can understand, the release of information in a homicide/ death investigation is dealt with the utmost sensitivity. We will be releasing and/or soliciting information to/from the media as necessary, and in a manner that does not damage the integrity of the investigation.
