Missing Bend woman, 'person of interest' sought -

BEND, Ore. -
Bend police investigating the weekend disappearance of a 42-year-old woman said Wednesday they are looking for a 40-year-old man they want to question as a “person of interest.” His motor home was found parked on a southeast Bend street Tuesday and police taped off the area as they hunt for a pickup truck he may have fled in.

Investigators have determined the missing woman, Pivoyne Castro-Luna of Bend, was with Honorio De Horta-Frias, 40, also a Bend resident, who she “has been known to associate with,” said Lt. Nick Parker. She last was seen on Sunday and was reported missing on Monday.

A year and a half after the body of Pivoyne Castro-Luna was found near U.S. Highway 20 in Bend, authorities are still searching for her suspected killer.

Castro-Luna, 42, was found dead from blunt force trauma March 16, 2014, six days after she was reported missing. Since then, police have sought the prime suspect, Honorio De Horta-Frias, now believed to be in Mexico, according to Bend Police Lt. Brian Kindel.

“We have substantial evidence that points to him,” Kindel said in an interview last week. The lieutenant declined to go into detail about the evidence but said the agency is working with the Deschutes County District Attorney’s Office and federal agencies to compel De Horta-Frias, who according to Kindel is not a U.S. citizen, to return from Mexico. Under the United States’ extradition treaty with Mexico, murder is an extraditable offense.

Kindel said authorities know where De Horta-Frias is within Mexico but that he could not disclose that location for fear of compromising the search and recovery. Deschutes County District Attorney John Hummel declined to provide specifics last week but said he is confident the suspect will be apprehended.
