A man suspected of cutting off women's clothing while they slept pleaded guilty on Monday to a separate crime that will send him to prison for up to eight years.
Jeffrey W. Gelinas, 29, of Weare, N.H., pleaded guilty to attempted burglary. Police believe Gelinas entered numerous apartments in Durham in the summer of 2003 and cut off women's clothing.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

I wonder what makes a person think up these fantasies. It takes some real guts to act on it.
