A San Antonio man has been missing for weeks and his family is desperate to find him especially, since the man now has a newborn daughter who is growing up without her father. Chapa was reported driving a grey 2007 Chevy Tahoe with Texas LP 86V4648.

Destiny Chapa, Carlos’ wife, said that the last time she saw Carlos was at their home on Monday. He left the house at 4 p.m. to go meet with a friend in San Antonio, something he does frequently according to Terisa Chapa, Carlos’ sister. “He has always kept contact,” Terisa added. “This is very unusual for him”

His sister Terisa Chapa says that her brother has a tattoo of the word “Angelina” (his daughter’s name) on one of his forearms, a tattoo of a dagger on the other, a green tribal-style tattoo on his neck. He also has a tattoo on each hand, but Terisa said that she could not recall what they looked like.

**Related ** Ruben Reyes, the Mexican Mafia hitman who is referenced above, is the subject of this article (although the crime being written about is the murder of an off-duty Balcones Heights officer who doesn't have a thread on WS)

An indictment returned last week charged Reyes with Pesina's murder.

Pesina was employed as a Balcones Heights police officer when he was gunned down in May 2014 while off-duty. Investigators have said Pesina was a member of the Texas Mexican Mafia who was killed because he owed the gang money. Alfredo Cardona, Jesse Santibanez and Jerry Idrogo are all awaiting trial on federal charges connected to the murder.

The murders and drug dealing alleged in court papers are wrapped up under a RICO - Racketeer Influenced and Corrupt Organizations - conspiracy. They allege Jerry "Spooks" Idrogo killed Billy Mares Padilla in August 2013 for the gang.

t also accused Idrogo of the May 2014 murder of Julian Pesina, who was an off-duty Balcones Heights police officer leaving a tattoo shop he co-owned. Sources have told KSAT-12 Pesina was selling drugs for the gang and owed them money. At the time of his death, he had tattoos worn by members of the Texas Mexican Mafia on his body.

Idrogo is expected to plead guilty to those murders and charges he sold heroin, cocaine and methamphetamine. A plea date has not been scheduled.

Two other men are awaiting trial. Jesse Santibanez and Alfredo Cardona, also alleged Texas Mexican Mafia members, are charged with murdering other members.

A purported hit man [Ruben Reyes] for the Texas Mexican Mafia has admitted he was involved in 16 killings for the gang, including carrying out or ordering the slayings of fellow gang members and a police officer.

During the late September [2015] closed hearing before Senior U.S. District Judge David Alan Ezra, Reyes did not specify the 16 killings, but court records state he shot three high-ranking members of his gang [Bernal, Chapa and Solis] and passed down orders targeting Balcones Heights police Officer Julian Pesina.

Three other purported members of the gang: Jerry “Spook” Idrogo, 34; Alfredo “Freddy Low” Cardona, 36; and Jesse “Jay” Santibanez, 26, are charged in connection with the death of Pesina, who was shot outside his tattoo shop May 4, 2014, as he reportedly delivered payment for a street tax imposed by the gang.

Law officers also believe Reyes participated in the killing of Julie Ann Rodriguez, 44. She was shot in September 2013 in her driveway a day before she was to be the key witness against the Mexican Mafia’s reputed “captain of captains,” Martin B. Balboa, 45, in a cold-case murder trial. Balboa was later charged with federal drug and gun crimes and is awaiting trial.

Sources said Reyes is most recently suspected of being involved in the Oct. 22, 2014, shooting in the 700 block of Fay Avenue of Ernest Ibarra, 45, and Jacob Gonzales, 43. Ibarra died there. Gonzales died a few days later.

Extensive article on the sentencing by Guillermo Contreras of the San Antonio Express-News.

Ruben “Menace” Reyes, 37, was deemed a threat to society by Senior U.S. District Judge David Alan Ezra, who took the unusual step of recommending that he serve his sentence at a Supermax prison in Florence, Colorado.

The U.S. Bureau of Prisons’ Administrative Maximum Facility houses or has housed many of the country’s most infamous criminals and terrorists. Heriberto Huerta, the San Antonio native who founded the Texas Mexican Mafia in prison in the 1980s, is serving life terms at that lockup, where inmates are isolated for most of their stay.

Contreras is among the most knowledgeable reporters when it comes to drug-related criminal organizations.
