I'm not sure if this will help at all, as I'm sure that most of Iqaluit knows Ben, but he is missing.
Benjamin (Ben) Palluq is someone who frequents high traffic areas of Iqaluit, such as the post office, hotels, airport, and Northmart. While many may see him as someone who panhandles, he is not aggressive and comes across as a pretty kind and vulnerable person. I would imagine that he is classified as an at-risk missing person.
I last saw him at the airport in Iqaluit in mid-February during a layover, and he was dressed relatively well, and I was assuming that he was flying somewhere, perhaps (and this is an assumption) for medical. I have encountered him many times at the airport, the hotel I stay for work, and at the Northmart.
The last time I spoke with him he told me that he wasn't working and was staying with some friends. My assumption is that he is what we would call effectively homeless in Nunavut, as it is pretty much impossible to live in the rough, so people usually find a place to sleep at night, as the community knows that nobody can live without shelter.
From what I've heard, there are some feet on the ground looking for Ben, and the RCMP wants to ensure his safety, but on the off-chance that there is someone who has seen him or perhaps is housing him, I thought I'd put this out there.
Here are some links regarding Ben, who should pose no threat to anyone attempting to contact him, IMO:

I have never known anyone to suggest he is confrontational or violent. It is possible that he has taken a flight to another community in Nunavut, or perhaps even Ottawa. Either way, please contact your local RCMP if you have seen him, and on a personal note (IMO), while waiting for the RCMP to respond, please offer him food or water if you are so obliged.
