They have said the incident was not reported, according to local Sherriff's office. I remember around that time there were a lot of groups of recent Russian immigrants who camped in the area, so I am wondering if there might have been a cultural/language barrier to reporting at that time.

I first learned about IK in the McStay threads (Tulessa mentioned him) and my limited research has not yet located a lot of info. about him before the late 90s. I am interested in whether this incident in Maupin was his first violent assault, why he chose to live/be in that area, and what that may reveal about his evolution into murder. I find it hard to believe that he only had the one sexual assault without murder.

Reading through the FBI transcripts, I also get the general sense that this guy is enjoying being in control and likes the mystery and mythology he is creating about himself.

FB states that in 1998 Keyes' parents had a phone in their name in Maupin, OR.. no other info at this time.

FBI agents in Oregon have received information from the FBI’s Anchorage Division that narrows the search for a woman who was allegedly raped by accused serial killer Israel Keyes. Keyes committed suicide while in jail this past weekend as he awaited trial for the murder of a barista, Samantha Koenig, last February in Anchorage.

Keyes told the FBI agents in Alaska that he raped—but did not kill—his first victim in Oregon sometime between 1996 and 1998. He said the girl was 14-18 years old. The sexual assault occurred on the Deschutes River near Maupin, Oregon. The victim was with friends, and Keyes was able to discreetly separate her from the friends. To date, authorities have not been able to find any relevant police reports that would fit this scenario, and it is possible that the victim never reported it. If Keyes was being accurate about the time period and the girl’s age, she would now be in her late 20s or early 30s. She may have lived in the area or simply been visiting the area on vacation.

Investigators say Keyes stated he abducted a female tubing on the Deschutes River in the summer of 1997 or 1998. Keyes says he sexually assaulted the female, between 14 and 18 years old; he then let her go and sent her on her tube down the river. Investigators do not believe the sexual assault was reported to law enforcement. Keyes was living in Maupin, Oregon, at the time, where the abduction is believed to be located.
