Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

How sad. It appears as though no one cared enough about this baby to properly care for him. The mother left him with a sitter all week and when she got him back on Friday sent him off to another sitter?

I can't find any updates in little Teon's case. I guess with that many caretakers, it's difficult to pin the blame on any one of them.
I can't find a picture of Teon, either. Look how short his thread is... No one demanding justice for this little boy. It's like he never existed.
Rest in peace, Teon Noel Thorpe.
