Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

When are we going to learn that social security numbers need to be for social security purpoess only!
Not for credit cards; not for insurance; not for driver's licenses; not for any form of identification!
If they want to issue us another number to identify us by ... fine ... but social security numbers need to be reserved for social security purposes only!
