    Police Officer Pulls Over His Stolen Car

    An off-duty police officer on a Sunday drive saw something awfully familiar - his recently stolen Volkswagen Jetta.North Charleston patrolman Ethan Bernardi whipped his cruiser around and pulled over the stolen vehicle. He called other deputies, who arrested three suspects, police said.

    Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
