Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

An alleged serial killer who prosecutors say has confessed in the deaths of eight Peoria area women, burning some of the bodies to ash and bone, is fit to stand trial, a judge ruled Friday.
Defense attorneys did not contest the findings of Springfield forensic psychologist Terry Killian, who determined after an hour-long evaluation last month that Larry Bright, 38, understands the first-degree murder charges against him and can aid in his defense.

James Elmore, one of Bright's court-appointed attorneys, said the 55-page report only addresses fitness, not Bright's mental state at the time of the killings. He said the defense will seek a more comprehensive psychological exam if the case goes to trial.

Bright sat quietly as Peoria County Circuit Judge James Shadid handed down the ruling. Elmore said the accused killer is "very contrite" and cried in his holding cell before Friday's brief hearing.

"I think the guy's got a soul. He's not without conscience," Elmore said.

Prosecutors say the former concrete worker has confessed to killing eight women since mid-2003, dumping half of the bodies along country roads and burning the others for up to two days in backyard pits then hiding the remains.
Prosecutors have declined to discuss a motive but have said Bright, who is white, had a "peculiar attachment" to black women, including sex and pornography. All the women were black and led what authorities have called questionable lifestyles, including prostitution or drug use.

Thanks for the updates. Sounds similar to Sean Gillis as far as victimology goes. "Questionable" lifestyle as far as prostitution and drug use just means to me they were more vulnerable. The killer knew this and that is why he picked them. Not insane, pathological killers.

Larry Bright SK accused of the murder of 8

An accused serial killer who prosecutors say has confessed to killing eight Peoria women and burning some of their bodies to ash and bone could stand trial by the second half of next year, his attorney said Monday.
Possible trial dates will be discussed when 39-year-old Larry Bright next appears in court Jan. 27, Peoria County Circuit Judge James Shadid told the attorneys during a brief court hearing.

Attorneys for an accused serial killer prosecutors say confessed to killing eight Peoria women since mid-2003 have asked that his trial be held outside the area.

Elmore has said Bright could stand trial by late summer or early fall.

Possible trial dates could be discussed during Bright's next court appearance, set for January 27th.

If the killer has confessed to the murders then why isn't he pleading guilty and avoiding a trial. If he made a confession then his goose is cooked. Why waste everyone's time!

LOL, probably because after his confession, the talked to an attorney. The attorney will try to find grounds to have the confession thrown out.

    Murder trial may be moved

Prosecutors likely won't oppose moving a trial outside Peoria County for a man they say has confessed to killing eight women and burning some of their bodies to ash and bone in backyard pits, Peoria County State's Attorney Kevin Lyons said Tuesday.

Attorneys for 39-year-old Larry Bright filed court papers last week seeking a change of venue, arguing the case has already generated enough publicity to make it impossible to find an impartial jury in the Central Illinois county.

Lyons called the defense argument "hard to dispute," and said he is leaning against contesting the move during a scheduled Jan. 27 court hearing.

Update; Serial killer pleads guilty, avoids death

    Tuesday, May 30, 2006; Posted: 9:59 p.m. EDT (01:59 GMT)

PEORIA, Illinois (AP) -- A serial killer who prosecutors say burned some of his victims to ash and bits of bone in his backyard pleaded guilty Tuesday to killing eight women.
Under a deal with prosecutors, Larry Bright, 39, escaped a possible death sentence and instead will get life in prison without parole.

Four of his victims' bodies were found dumped along little-traveled roads around Peoria in 2003 and 2004, and the remains of the others were found in burn pits in the yard at the home he shared with his mother.

The killings and the time it took authorities to connect them and then track down the killer caused an uproar in Peoria's black community. The victims were black, and several were prostitutes and drug addicts. Bright is white.

Another case that defys the criminal profiling rule that serial killers don't cross racial lines.
