PETERBOROUGH --Police will be giving an update this week on an investigation into the discovery of a man's skull, exactly 26 years after it was found in a Peterborough river."

Distinguishing Characteristics: Dark brown receding hair with beard. A slim face.
Skeletal Findings: There were also two small lesions from past traumas, likely representing two blows to the head on separate occasions.
Fingerprints: Not Available
Dentals: Available Poor dental health. There are a few small grooves on the surface of the teeth, possibly obtained from a habit like holding toothpicks or even nails in between the teeth.
DNA: Available at the Centre of Forensic Sciences

Case History
The victim was located at the Otonabee River, near Peterborough, Ontario on July 10, 1988.
Divers were doing some recreational diving in the Otonabee River at the foot of Lock Street, Peterborough looking for some antique bottles.
Near the middle of the river one of the divers located a human skull along with part of a human vertebra in approximately 12' of water. It had been lodged between a rock and a log.
The head was either separated from the body or chopped off. The rest of he body has never been found.
Given the current of the river, it's possible the skull could have been tossed from the Lansdowne Street Bridge, drifting downstream until it became snagged.
Authorities have never been able to tie the skull to a missing person".

"This guy could be from anywhere from Newfoundland to Vancouver Island,” adds Det. Morgan.

He says family members of missing people have come forward to see if the “Otonabee River Man’ was their loved one but DNA samples from family members have eliminated the possibility of a match.

“This case will remain open and we will continue to pursue new investigative leads until it is solved,” says Det. Morgan.

Dr. Gruspier says there was extensive decomposition of the head and it is estimated that it could have been in the river anywhere between a few weeks ago and 50 years.

“It is extremely difficult to estimate how long, so we are looking at anyone,” she says.

A DNA profile of the unknown man is on file with Ontario Forensic Pathology Service. The case is also on many missing people management systems, including the Canadian Police Information Centre, and violent crime data base. A total of 372 potential people have been eliminated throughout the investigation, and no other unidentified body parts have matched the “Otonabee River Man’s” DNA.

“Ultimately we are hoping these new drawings will be seen and someone out there recognizes the Otonabee River Man and they finally give us his name,” Det. Morgan says".

"His head has been removed from his body…with the use of a sharp tool and it's not a boat propeller or anything in the post-mortem environment," said Dr. Kathy Gruspier, a forensic anthropologist, in an interview with CBC News.

"It's obviously a knife, or something similar to that, that has been used to cut the head through the neck off the body."

Police are now hoping that the release of a new image on Thursday may help jog someone’s memory and thus help investigators find out who this person was.

It's a two-dimensional approximation that shows what the man may have looked like at the time of his death.

The unknown man is believed to have been between 40 and 74 years old.

"With only a skull, we can't get a very narrow age range," said Gruspier.

The deceased was likely a smoker and may have been bald, or partially bald, at the time that he was killed. He had also lost most of his molars prior to death".

"There were signs of arthritis in the man’s mouth bones, Morgan said, meaning he “may have experienced significant pain in his jaw.”

Some 22 people have been eliminated as possibilities as a result of DNA tips, Morgan said, adding how he hopes the new renderings will provide leads.

“We hope somebody recognizes Otonabee River Man and finally gives us a name,” he said.

On the 28th of October 1974, Patrick Ratchford was last seen at Lake Geneva where he walked to Hwy. 144 to catch a ride to Timmins and was never seen again. He was 54 years of age at the time of his disappearance and his clothing descriptors are unknown. He is described as 5'6- 5'8, approximately 170 lbs, fair skinned, dark blonde hair, blue eyes. Police investigation to date cannot rule out the possibility that Patrick has been a victim of foul play due to the duration of time since he went missing.

The case remains unsolved, with little to no more information for investigators to work with.

“Peterborough Police Service continues to follow up any new leads with our cold cases, however we do not 'actively,' investigate each case on a regular basis,” Lauren Gilchrist, media relations and communications co-ordinator, said in an email statement.

According to Morgan, all leads hit a dead end.

“We can’t precisely narrow down who he was,” he said in 2015.
