Mei-Ling, then 9, went missing around 7 a.m., Friday, July 21, 1989 and was found partially clothed and dead four days later on the morning of Tuesday, July 25, in a wooded area near the victim’s Phelan Court home, near Winslow Avenue and Thompson Street. Police at the time called the murder “heinous”...

Police questioned a 14-year-old boy in the case, and at one time tried to link the death to Lewis Lent, who has since been convicted of murdering two children. But 25 years later, police still have not made an arrest.

Mei-Ling was reported missing from the Phelan Court Apartments at 7 a.m. on July 21, 1989. She was out early that Friday morning to collect bottles and cans to turn in for the nickel deposits...

Her body was found in the woods bordering the public housing complex four days later. Mei-Ling had been sexually assaulted. Authorities said it could not be determined if she was strangled, choked or smothered to death. The community raised money to pay for the funeral expenses.
 
On the morning of Mei-Ling’s disappearance an eye-witness saw her with two other children at the foot of Thompson Street near Winslow Ave. These two children were reported to be about 8-10 years old at the time. The eye-witness then saw a third youth join with Mei-Ling and the two unknown children. The third youth was described as a white male about 14-15 years old. The eye-witness further reported that the first two children left and Mei-Ling and the third youth were alone on Winslow Ave, not far from where she was eventually located four days later.

In 1989 the Troy Police Department Detectives made numerous attempts to identify the two children that the eye-witness originally saw Mei-Ling with that morning. These two children were never identified and to this day are still unknown to police. Today, these two children would potentially be in their late 30’s. The Troy Police Department Detectives are pleading with these two individuals to finally come forward and speak to police about that morning. These two individuals are likely the most important witnesses in this on-going investigation.
