CT - Sex offender tattooed kids
A Torrington man previously convicted of having illegal contact with minors and who is registered with the state as a sex offender is charged with allegedly imprinting tattoos on three juvenile girls.
Brandon A. Wall, 21, pleaded not guilty on Monday in Bantam Superior Court to three counts of risk of injury to a minor and three counts of illegal tattoo of a minor. Judge Dan Shaban ordered him to return to court on July 20.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
