Judge makes accusation of medical neglect and finds DCF in contempt
A judge found the state Department of Children & Families in contempt of court for failing to diagnose and treat an 8-year-old boy who appears to be autistic.
"Undoubtedly, had a parent acted in such a lackadaisical fashion in procuring testing and treatment, the department would have, and should have, moved for the removal of the child from the parents, citing medical neglect," Venzer said.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
