    CA - Shooter opens fire on ice cream van, holes up in house

    A shooter opened fire on adults and children standing by an ice-cream van in San Bernardino this afternoon and is now barricaded in his house. No-one has been hurt but the suspect is now shooting at police from inside his property. SWAT teams have surrounded it and are firing gas.

    People are being warned to stay out of the area, on the 700th block of W. 19th St. The man is reported to have a history of increasingly troubling incidents recently, including violence, a small dog being killed, and now a child has just come forward to say the same man shot at him before, but adults didn't believe him!

    'Witnesses describe the alleged gunman as a middle aged man who they often said creates a nuisance in the neighborhood over garbage or mail boxes.
    At the time of the shooting, witnesses told Fajardo there were several kids standing in line for ice cream.'

    One poor family were just moving into the neighborhood when all this kicked off. I feel so sorry for them. What a welcome!

    'Greg Ortiz said he was barbecuing a few months ago when he heard screams coming from his neighbor's house.

    The man or his pit bull had just killed the neighbor's chihuahua, according to Ortiz.

    Then the man punched Ortiz's friend who along with Ortiz and his brother subdued the man until police arrived.

    Other neighbors corroborated Ortiz's story. Police could not be reached to comment on that incident.'

    His pitbull was euthanized after it killed a neighbor's chihuaha(sp?). Swat teams are ripping his house apart now, to get to him.

    I don't know if it was the shooter or police tactics that set fire to the home, but it seems to be completely ablaze. I don't know if the suspect is going to come out alive, to be honest.

    I doubt the cops set it on fire. Purposely anyway. But maybe the smoke bomb triggered the blaze?

    Holy cow!

    This was the SECOND SWAT incident involving him in the last few months per this article!

    Since the dog incident, problems with the man have been escalating, according to neighbors. SWAT was called to the home just a few weeks before the man shot at his new neighbors.
    I hope that's a mistake in their understanding or wording

    And given their previous encounters and knowing he has a tendency to not cooperate (and clearly is not rational!) do they think the guy is stupid?

    Did they really think he'd buy the "You're not in trouble" nonsense? Or that he can feel free to shoot at people but there aren't going to be any consequences?!

    Did they think he'd believe they had a block full of cops, SWAT team folks, police canines, and guns aimed at him just because they were bored?!

    An armored truck parked in the street facing the man’s house while police in camouflage surrounded the home. Officers made announcements from the truck in an effort to coax the man out of the home.

    “You’re not in trouble,” one announcement blared. “Come out with your hands up.”

    This is not the first time San Bernardino police have dealt with this man.

    “We’ve had prior contact with him and he was uncooperative,” Crocker said.
    Can't wait to see how they'll upgrade his 'uncooperative' from previous incidents when they have to describe him during this encounter!

    It sounds like it actually was intentional on LE's part after he didn't respond to all the regular tear gas fired (which media blocks away was feeling the impact of - despite it having been fired in the house, which means the dude had to have REALLY been feeling it, I'd think!) and when he continued to fire at them or their various SWAT tools (the bearcat, etc.) and vehicles.

    A fire started in his house after authorities began firing "hot" or pyrotechnic tear gas inside, and he jumped out a window and was captured, Lt. Richard Lawhead said
    Shortly after McKinney shot at the Bearcat, police began firing tear gas inside the house. They deployed about 20 rounds, Lawhead said, but still McKinny didn’t come out.

    The San Bernardino County Sheriff’s Department arrived with another armored vehicle that was capable of deploying pyrotechnic tear gas.

    I always thought the smoke bombs or tear gas could sometimes just start a fire (unintentionally) and didn't actually realize it was a specific type that purposely does that.

    But it's what was used by SBSO with Christopher Dorner last year apparently.
    San Bernardino authorities Wednesday acknowledged they set off fire-causing pyrotechnic tear gas in a battle with murder suspect Christopher Dorner — but insisted they didn’t burn down the cabin where they believed he was holed up on purpose.

    “We did not intentionally burn down that cabin to get Mr. Dorner out,” said San Bernardino County Sheriff John McMahon.

    He said sheriff’s first used conventional tear gas but it didn’t have the desired effect.

    The pyrotechnic tear gas (also called incendiary gas) is known to start fires

    Just to clarify a few points.

    SWAT terminology/slang/etc. is understandably foreign to the public as was noticed and publicized during the Dorner incident in CA. "Hot gas", "burners", "incendiary", etc. refers to CN, OC, "tear gas", etc. and is one of two types of tear gas(cold or hot) currently in use.

    Cold gas is usually called for(deployed) in street riots and in non lethal force barricades on a suspect such as inside a home. If it fails to accomplish a quick non violent surrender as in a barricaded suspect, time is usually used to wait out a suspect until a peaceful surrender is accomplished.(Depends on suspect and current circumstances)

    If the force continuum warrants it(ie. violent suspect reaches cover and barricades and/or "fires" on authorities) "hot gas" "tear gas" can be used. It uses a pyrotechnic charge to "burn" or "heat" the gas in/or leaving the can so as to further atomize and aerate/disperse the agent. This makes avoidance impossible in a confined space. The down side is that the pyrotechnic used to atomize the tear gas agent can ignite flammable curtains, etc. with prolonged contact.

    Apparently this suspect already shot at the public, barricaded, cold gas had failed, entry by SWAT wasn't a good option, so hot gas was authorized.
    Ignorance deceptively wins the argument with knowledge.....you see, knowledge is limited at any given point in time, ignorance is not.
