Cassie Wagner had a plan. The Silverton nurse was going to join her brother on an international hospital ship treating patients as soon as she got her passport. She felt free for the first time in years.

Wagner, 50, had just ended an 11-year relationship with Jason Down who constantly threatened to hurt her, according to court records. At one point he "tased" her and recently shoved her face, leaving bruises, she wrote...

She filed a restraining order against Down on July 21, and 40 days later she was dead. Police believe it was Down who killed her. Now the community is reeling from the loss, wondering how it could have ended differently.

The man police believe walked away from the Marion County Work Release Center to kill a woman with a restraining order against him on Tuesday made his first appearance in court, where he is facing charges of aggravated murder.

Since the Aug. 30 death of Cassandra Wagner, Jason Clifford Down has been hospitalized at Oregon Health and Science University with injuries that have not been made public.

But Down returned to the Marion County jail's custody on Monday and was back in court on Tuesday for an arraignment on charges of burglary, theft, and aggravated murder.
 
She was so close to getting free. I bet the work release program did not notify her of his "day pass". So sad. I wonder where he got the gun, she was dead within 15 minutes of his leaving the program.

An acquaintance of the suspect, who asked not to be named, saw Down one day before Wagner's death. He said Down told him something chilling one day before the killing.

"He told me he was going to sell everything he had and wanted me to buy cars, motorcycles and trucks. Then he said he was going to shoot her, then shoot himself," the man said. "I really, truly thought he was just blowing off steam!"

Down also asked if there was a gun for sale but he said no.

Which doesn't really answer the question, if this guy is telling the truth. But perhaps there's another "acquaintance" who provided the gun.

A Silverton man who was a Marion County inmate on work release when he brutally shot and killed his ex-girlfriend in August 2014 will spend the rest of his life in prison.

Jason Clifford Down, 44, appeared Tuesday before Marion County Circuit Judge Susan Tripp as she handed down the sentence for the murder of Cassandra Wagner in stern words that mirrored the fact that it will carry no chance of parole...

"I hope that for the family of both sides, that the understanding is that although Mr. Down may have been nice to some people at some point, that he was also a brutal sadist to others," Tripp added.

I still don't know where he got the gun.
