That's EXACTLY who I had in mind for this little boy! He could have actually disappeared in the months before, and the distance between both cities is just 6 hours.

I emailed the possible link and he replied that Handa Clark disappeared in August 1984 and this unidentified child was found in May 1984. So, therefore, he does not believe that he could be a match.
 
Can he be exhumed for DNA or was he cremated?

This says Glendora Mtn. Road.
That is located East of Arcadia.

In my experience, Namus coordinates are seldom correct. They seem to be geographically centered either on the county, municipality, or the ZIP code. My SWAG is that, for legal reasons, they don't want to bring unwanted attention to the PLS/LKL, especially if the latter is a house or a school.

Hanada is still missing, but likely buried somewhere near Vacaville.

 
I wonder why they think hydrocephalus? Un-fused cranial sutures? Remnants of a shunt? And if they so suspect the recon image does not even remotely indicate it.
His reconstruction does have a slightly elongated head shape, though it's masked somewhat by the hair. I think they toned down the hydrocephalus features a bit as well. A White child with hydrocephalus may have "Asian-like" features, like a broad nose bridge and a flat profile, simply because of the strain the extra intracranial volume places on the growing skull.
