Couldn't find a thread for this man, but I came across him while searching for Mark Dribin (http://www.doenetwork.org/cases/3847dmor.html). While there's certainly a resemblance, I had actually meant to be searching in Idaho and was looking in Illinois.
The metal weights stand out to me; was this a suicide?

The victim was discovered on January 3, 2005 near Summit, Cook Co, Illinois
Vital Statistics
Estimated age: 50-65 years old
Approximate Height and Weight: 5'9"; 185 lbs.
Distinguishing Characteristics: Balding gray or partially gray hair and a mustache.
Clothing: A brown sweater, blue shirt, dark blue pants, a white T-shirt, and black, size 9, slip on shoes, a gray short sleeved sweater.
Dental: Available
Case History
The victim was recovered from the Illinois/Michigan Shipping Canal near Summit, Illinois. Metal weights were attached to his body via rope.
It is believed that the victim may have been homeless at the time.
