Dick van Dyke is so good in that movie he can use any ol' made-up accent he likes, IMO!

I'm not sure most Americans can understand a true Cockney accent. I suspect actors are going for something that sounds generally Cockney, but isn't so extreme as to require subtitles. Listen to the Original Broadway Cast album of OLIVER! for a good example.
 
Yep, loved Forest Whitaker in 'The Crying Game,' too, though oh brother (winces) that accent!
