On Aug. 8 at 2:30 a.m., rescue crews and police who raced to the Budget Motor Lodge on U.S. 13, near New Castle, found the curly-haired girl dead. She had been beaten to death by her mother, police now contend.

Paramedics arrived as another prostitute cradled the girl after trying to revive her and told police Autumn was dead before the 911 call was made. The girl had bruises on her abdomen, leg and scalp. A pathologist discovered that her bowel was perforated and ruled she died from blunt-force trauma, a victim of homicide.

State child-protection officials are now reviewing their four investigations into Milligan, but acknowledge they did not take enough steps to protect her children.

I was here earlier, read the links and others I'd found and didn't have anything to say either. What can we even say? Ugh. Poor baby girl... and the son too... sad...

Willie Reeder, 35, of Wilmington, pleaded guilty in Superior Court to felony endangering the welfare of a child in connection with the death of 4-year-old Autumn Milligan. He is facing up to five years in prison...

At a preliminary hearing, a detective testified that Reeder was known in the motel for taking care of Autumn, even as her mother beat her. In light of that, as well as testimony that Reeder wanted to take the girl to the hospital, the state and defense struck a deal where Reeder pleaded guilty to a lesser charge...

The murder by abuse or neglect charge against Milligan is still pending. Rogalsky said the state is “moving forward with (her) prosecution.”
 
When Delaware child protection investigators descended on a seedy motel last spring to look into reports that a drug-abusing prostitute was neglecting her children, they failed to interview tenants who might have been able to confirm the allegations.
Nor did they take other steps that might have uncovered evidence that Tanasia C. Milligan was an unfit mother whose two children needed to be removed from the unsafe environment.

Milligan's sister, Tiffany Greenfield, who reported her sister to authorities last April and now has custody of Ethan, said the findings don't tell her anything new or bring her family any solace.

"We already knew that was the case," Greenfield said. "We felt like they just didn't care, that Autumn and Ethan weren't enough of a concern for them."

"They had repeated calls, not from some stranger, but from a family member, so why wasn't any action taken? They should have gone to the motel and checked on the kids or removed the kids or made my sister do a urinalysis.

"I don't know if they are overworked or not but they need to hire more people or stop spending money on dumb things. Nobody did anything for us but now we'll change it so another kid won't die."

Tanasia C. Milligan, 27, had faced 15 years to life in prison if convicted of her original charge of first-degree murder by abuse. But Friday's plea – done without Superior Court's usual advance notice about a pending hearing, including the defendant's name – means Milligan now faces 10 to 25 years behind bars...

Manning said that until sentencing in January, she cannot comment on why Milligan was allowed to plead to a second-degree murder instead of taking her to trial. The state will seek 15 years behind bars, Manning said.
