On Aug. 8 at 2:30 a.m., rescue crews and police who raced to the Budget Motor Lodge on U.S. 13, near New Castle, found the curly-haired girl dead. She had been beaten to death by her mother, police now contend.
Paramedics arrived as another prostitute cradled the girl after trying to revive her and told police Autumn was dead before the 911 call was made. The girl had bruises on her abdomen, leg and scalp. A pathologist discovered that her bowel was perforated and ruled she died from blunt-force trauma, a victim of homicide.
State child-protection officials are now reviewing their four investigations into Milligan, but acknowledge they did not take enough steps to protect her children.
