Gutsy grandma identifies rapist
A gutsy grandma — recovering from a brutal sex attack by a bleached-haired intruder in her SoHo apartment last week — leaned on her cane and bravely picked out her would-be rapist from a police lineup yesterday.
Still bearing welts and bruises on her arms and shoulders, the petite, gray-haired, 74-year-old woman had to be helped from a police van by several burly cops. They gently escorted her inside a Harlem station house where she identified the suspect, Ralph Gardella, 35.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
