Police were notified of a female body near Lake Michigan after a person walking near the shoreline spotted the body Tuesday afternoon.

An unidentified woman was found along the shoreline in the 5400 block of South Lake Shore Drive about 3:10 p.m., police News Affairs Officer John Mirabelli said. The body was discovered near Promontory Point.

The wording of that is peculiar. She was pronounced dead? I thought they said they found a body? Was she not dead until nearly four hours later or what?! Normally, they say something about an autopsy being performed etc. Odd.

I wonder if she had been reported as missing already or if she will be one of those so recent she hasn't hit the reports. Very sad that another woman is found floating in the lake again. I hope they ID her soon and it will bring some closure to her family left behind. I also hope they have no trouble finding the COD.
 
I guess you are right, but it seems weird. Maybe because no one prints it up that way in the media usually. It is a given.

Bumping this. With her height being almost 6 feet tall, it seems this person could be identified.
 
This lady was found over 5 years ago but wasn't listed anywhere until Sept. this year.

NamUs Missing Person #5349 - Janet Tillman - 47-50 year old black female - on Charley Project (NamUs and Charley have conflicting info on her exact age)
Missing: Oct 28, 2007 (~5 months prior to discovery of UP, ~2 mo. prior to estimated date of death)​
From: East Saint Louis, St. Clair County, Illinois (just under 300 miles from unidentified remains), last seen getting into a dark red car driven by an unknown black male.​

Hi lucidtx. Thanks for adding this UID. I am local to Chicago and did some looking at the photo with the paper items this Jane doe carried with her. They all indicate she was a local homeless person. The two business cards are for info on homeless shelters/support.

What isn't mentioned in the NamUs listing is the info which can be gleaned from the other papers. I can't make them out entirely, but starting with the top center I read, "State of...., Department of....., Personal Property......" And then a little to the left in the center of this peice of paper it looks like a hand written date of birth is either 05-21-1954 or 05-21-1959.

There is a second DHS (Department of Human Services) form, which I am also not familiar with which reads (hand written) "intake" and the month listed is 12. Not being familiar with the form, I don't know if it is for intake for processing someone into the County Jail, or for intake into a treatment center of some kind. https://identifyus.org/en/medias/full/25884



I hope someone who might be more familiar with these forms chimes in.


Also, according to Charley Project, Janet's DOB is 11-4-1959, which is different than the DOB that appears on one of the forms listed at NamUs.

I don't have reason to believe Janet would have made her way to Chicago. It could be possible, but I think it's a stretch.

The personal property form looks like it says "Department of H..." to me.

One of the papers gives 6950 S Wentworth Ave, Chicago, IL 60621 as the address for Bridging the Gap. That's here: https://goo.gl/maps/SyRCk The top left piece of paper includes what appears to be a map with transit stops and directions to someplace; it looks really similar to the BTG location to me.

The handwritten roundish paper in the middle, next to one of the luggage tags, has a phone number. Reverse lookup says it belongs to "Alliance For Mntl Ill Gr Chic" (http://checkwhocalled.com/phone-number/1-312-563-0445)
 
I agree the personal property form looks like Department of H..... but, I think it could also be wet ink from either the reverse side, or another piece of paper.

So many people go through various homeless shelters I don't think they are going to help on a specific ID. Other than if they have records on people who left between December and March of 2008.

Take a look at the paper covering the Christmas wrapping paper. Covering the letters N and S in Seasons. Viewing it upside down, I wonder if it is a partial SS number? I'm seeing something space 15 - 4491?

There is a verified paralegal who posts here outside of the UID forum. I am going to ask this member to check in here and see about getting some help or idea's on those forms. I can't help but thinking matching up those forms and someone who has access to research them within Cook Cty might be able to find out who this is.
 
I couldn't make out enough of that number to decide whether it was part of a SSN or part of a phone number.

The Department of H... definitely looks like it's on this side of the paper. The next letter could be the first part of a U, but that could be, as you say, soaked through.

Do you think those two forms could be part of the same form? It looks like the date box lines up. I don't have good graphics software so it's pretty crude.

The "DHS" is for the Illinois Department of Human Services. The logo matches with what I found on their website: https://www.dhs.state.il.us/page.aspx?item=61585&division=DASA

That link is an extensive list of various forms they use. I looked at it until my eyes crossed, but couldn't find anything that matched, which isn't surprising as I think these agencies "rework" their forms quite often. A few words that stood out to me on this particular form the UID had are: confiscated, intake, personal property, razors, narcotics. Maybe it is an intake form for some type of residential services? Inpatient substance abuse, some type of shelter?

BTG Communal Living does have a FB page, and a Tanya Lee employed since last tagged post. (I'm sure LE has followed up on this) Also, "seasons greeting card" upper left corner probably places the UID alive end of November to End of December. JMO
 
BTG Communal Living is run by social services according to the FB page. So all the documents regarding DHS are probably related to relinquishing items that they're not allowed to bring into the shelter. JMO
 
**Bottom left corner** faded and upside down on a waterlogged piece of paper (underneath the partial address for BTG, along the fold) I see the date Dec 14 08 in handwriting. That was a sunday per my calendar. Also, pacific garden mission is a Church based group. I wonder if they have a "sign in-sign out" sheet for that date? JMO

On reflection, I'm not sure we can assume that LE followed up. You'd think that if they had, after only three months, somebody at one of the shelters would have been able to supply at least some information. Yeah, I know they deal with hundreds of people, but that's pretty recent.

I agree. That Jacket is pretty "80's Style" with notable colors. Do we forward that information to LE? Or are we allowed to contact people? I don't remember the policies on this.. TIA
