    NJ - Naked man fights with PD, gets shot, steals cruiser, wrecks, dies

    Police said that a lieutenant from the 6th district police station spotted the naked man walking down the street near the intersection of 8th and Market Streets during the afternoon rush hour.

    According to police, the man attacked the officer. The officer shot the man several times, but the man was able to jump into a police cruiser and take off.

    Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
