Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

DANVILLE, Que. — A woman who was seen being stabbed repeatedly as she was abducted was found alive but injured Tuesday, Quebec provincial police said.

Const. Manon Gaignard said police received a telephone call from a man who said she could be found at a house in Danville, about 250 kilometres east of Montreal.

Police went to the address and found Louise Leclerc, who was injured but conscious. A man at the house was arrested.

Gaignard could not confirm the nature of Leclerc's injuries but said she was taken to hospital.

"She has to be evaluated by a doctor,'' Gaignard said. "She was conscious.''

Leclerc was grabbed Sunday evening after a man stormed into her apartment in nearby Richmond. Her new boyfriend was also stabbed several times but survived the attack.

Neighbours said they heard Leclerc's screams as she was attacked but were threatened by her assailant when they tried to intervene.

Jean Boisvert, Leclerc's ex-husband, was arrested Tuesday but it was not immediately known what charges he faced.
