    Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

    The Peoria County Coroner's office yesterday identified the skeletal remains found in Bartonville as those of Bonnie Fife.

    The 40-year-old Canton woman was last seen in July 2004 in Peoria -- about eight miles from where her remains were found.

    Serial killer Larry Bright is a POI in Bonnie's murder. In 2006, Bright pleaded guilty in the murders of eight other women, but Bonnie's case is till open.
