U.S. woman, 66, missing in
ROSARITO BEACH — Authorities have opened an investigation into the disappearance of Georgiann Rae Garcia, a 66-year-old U.S. citizen who has been missing from her Rosarito Beach home since Jan. 15.

“We consider that there could be elements constituting a crime,” Patricia Ortega Inzunza, an assistant state attorney general, said Monday. Though authorities have been making inquiries over the past several weeks, a full-scale investigation was launched Wednesday.

Baja California investigators seek to learn more from two men: Juan Chavez, a Mexican man who argued with Garcia shortly before her disappearance, and Peter Bubenzer, a U.S. citizen seen driving the vehicle that carried an injured Garcia away from Plaza del Mar, a gated residential enclave south of downtown Rosarito Beach. Garcia owns a condominium at Plaza del Mar, and her son owns a trailer there. On the day she disappeared, Garcia had gone to the son’s trailer demanding that Chavez, the tenant, pay his rent. When Chavez refused, Garcia threw a pot through the sliding glass door. Authorities said she tripped and fell as she was leaving, hitting her head, but Leann Ware Garrison, her sister, said a witness saw Chavez hit Garcia on the head.

A security guard told investigators that by the time he arrived, Garcia was unconscious, with her head in a pool of blood and that he helped her sit up after she regained consciousness.
