Boy beaten with cable; police seek mother who fled
Indianapolis police are searching for a Far-Westside mother who fled with her two young daughters after allegedly beating her 11-year-old son with a cable.
Victoria Morgan has not been seen since shortly after her son ran from their home Wednesday morning and flagged down a motorist to ask for help, said Indianapolis Police Department Detective Greg Williams.
Police said Morgan, who has a police record that includes convictions for domestic battery and neglect, beat her son repeatedly with a coaxial cable, the wiring used for cable television, after accusing him of stealing $30.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
