    PA - Kelly Ward, 25, murdered, Harrisburg, Feb 1986

    Unidentified White or Hispanic Female
    Found February 20, 1997 in Swatara Twp, Dauphin County

    There is not a lot of information available on this case. I tried contacting the police department, but they declined to share photos of the reconstruction, or any of the victim's belongings, claiming they were part of an ongoing criminal investigation. Perhaps someone with law enforcement background or prior experience can convince them to release more in regard to this cold case, as it's the only hope I see of it being solved.

    This case is NOT listed on the Doe Network, something I'd like to fix.

    On Thursday, February 20, 1997, two employees of the Swatara Twp Sewer Authority searching for deer tracks stumbled upon the skeletal remains of a young female under a low bush in a wooded area about 50 feet off of Chambers Hill Road in Swatara Twp. The site where she was found is about 100 yards from the intersection with Route 441. Aerial and ground photos were taken. A chain saw was used to clear about 2,000 square feet of brush area in the search for evidence.
    The site is also close to the old township landfill, where several years earlier the remains of several missing women had been found but there is no evidence indicating that this young woman's death is related to the others.

    Estimated Age: 18-30 yrs old (likely in her early to mid 20s)
    Estimated Height: 4'11" to 5'1"
    Estimated Weight: probably small-framed
    Hair Color: unknown
    Eye Color: unknown
    Skeletal Findings: Roughly half of her bones were recovered. Lower jaw was not recovered but it is believed that she had a narrow face and the wear on her teeth indicated a receding jaw.
    Clothing: white blouse with cloth-covered buttons, white or light colored bra & underwear, scraps of fabric that could have been a burgandy sweater or stretch pants.
    Jewelry: ladies Timex watch
    Estimated Time of Death: 3 to 5 years prior to being found
    Dentals: partial, available
    DNA: available

    "Police sent part of her remains to an expert team of anthropologists at Mercyhurst College, who are just about ready to complete their report.

    The results will go into more databases to broaden the search for dental records and mitochondrial DNA extracted from her thigh bone.

    When that report comes back, Hetrick hopes to build a new clay model over her skull that might better reflect how she looked when she was alive. "

    The case does not appear to be listed on NamUS either.

    This case worries me since so little information seems to be public. I have a PDF of the police report that I obtained via FOIA. It has the case number.

    I have no idea how to talk to the coroner and convince them to look into NamUS for this and any other cases they have. I'm really hoping someone with more experience can contact one of the departments.

    Dawn Miller? It makes mention that her teeth overlap, not sure if that would be anything like having a receding jaw?

    The mention of maroon fabric made me think of Michele Reidenbach. She was wearing a wine or maroon colored sweater on the day of her disappearance in western PA. Was further back than the estimated date of death though.

    The problem is this one could be anyone... it's located near a highway.

    Plus, the police in the area are less then helpful. No sharing information, no exclusion list, no contact back when you ask if certain people might match.

    The Patriot News might be convinced to do a follow-up, but it would have to be on an anniversary or something.

    I cannot wrap my head around the idea that the police have a facial reconstruction and yet aren't making it public, despite the age of the case.

    Per WGAL news channel 8 in Lancaster Pa., there is to be a new conference at 11:30 am today regarding an arrest for the murder of this victim. I can't find any additional details at this time.

    A convicted killer serving life in prison has been charged in a cold case murder investigation that began with the discovery of a woman’s remains in 1997.

    Joseph D. Miller, 51, was charged Wednesday with first-degree murder in the killing of Kelly Ward, Dauphin County District Attorney Ed Marsico and Swatara Township Police Chief Jason Umberger announced.

    Ward went missing in February 1986. Her remains were found in a wooded area of Swatara Township in 1997, about a half-mile from where Miller dumped the bodies of two of his victims.

    RIP Kelly.

    Interesting to note that the UID was listed as being white or hispanic. In addition, the post-mortem interval was off by five years. Totally understand this part, as it's apparently quite difficult to pin down a post-mortem date when the remains are found that much later, but nonetheless, a great reminder for future matches.

    I put together a side by side with Tulessa's screen shot. It's not very clear, but it seems like the reconstruction wasn't as far off as I thought at first.

    I just found out about this today and I am crying with a mixture of sadness and happiness. It's taken so long... this is a case I was actively involved with.
