The torso of a body and decayed bones were discovered inside of Calvert Vaux Park in Gravesend at 6:28 p.m. The remains, described as “small,” may have been burned. The remains were found in a wooded area near the banks of the Coney Island Creek in the rear of the park at Bay 46 St. and Shore Pkwy.

In January, a hand was discovered on the shore of the 85-acre park. The next day, a foot was discovered nearby. Both appeared to have been in the water for a long period of time. It was not immediately clear if the remains discovered Sunday matched those found at the beginning of the year.

On a recent Sunday, three teens who ventured from the beach into the woods to urinate found a skeletal ribcage and spine, sources said. The grisly scene was roughly 1,000 yards from the spot where the hand, lying palm up, and the foot, severed with a "smooth cut" above the ankle, were recovered on Jan. 4, sources said.

After the teens found the ribcage, police conducted another canvass of the area and found a leg on the ground and an elbow hanging in a tree about 40 yards away.

Investigators believe all the parts are from the same body, although they have yet to identify the victim, or even determine the gender, sources said.

She has a tattoo saying "Monique." And she fits the age range.

If they found the first remains on Jan 4, then why didn't they bring in the cadaver dogs to find the rest of the remains, they were not that far from where the first ones were.

I might be confused, but it seems to me that above discussed are two different and separate incidents in NY, Brooklyn? First one is

New York City police have released the image of a tattoo found on the body of a woman in hopes of identifying her nearly a month after she died on a Brooklyn street.

The unnamed woman, believed to be between 25 and 45 years old, was discovered lying unconscious March 22 in the area near Shore Parkway and 26th Avenue in the Gravesend section of Brooklyn.

Paramedics who responded to the scene were unable to revive her and she was pronounced dead that evening.

The deceased woman had no identification on her, but she sported a distinctive tattoo on her right leg.

My apologies for posting again, but perhaps someone can clear or unpuzzle for me which news reports are correct and to which NY Brooklyn Jane Doe Monique's tattoo belongs to. Or did both JDs have the same tattoo at the same place? Probably not. Sorry, I am officially confused...

Anyway, quite interesting article from 3 days ago including opinion of tattooist about possible characteristics or profile of JD based on the tattoo and possible explanation of tattoo itself. This article refers to first JD mentioned here, of skeletal remains.

“It’s old,” he said. “It’s not well made. She got it off the wall, meaning it was already a pre-made design and they just put the name in there.”

That image was more popular in the 1970s and ’80s, Mr. Khay said in his shop, reaching for a sheet of similar, although superior, roses with name-banner designs.

“She’s probably in her 50s,” Mr. Khay said, close to the police estimate. “She doesn’t have a lot of money. This could have been a hack job. Could have been a kitchen wizard,” someone who does tattoo house calls for practice.

He said Monique was most likely her own name. “That’s what people did back in the day,” he said. “ ‘I don’t know what to get, so I’ll get my name.’ ” Years later, those people often want to change the tattoo. “I’ve covered up countless names,” Mr. Khay said.

GRAVESEND — The skeletal remains of a chest, leg and elbow were found in Calvert Vaux Park near where three birdwatchers in January found a decomposed right hand in the sand and police found a foot, DNAinfo New York has learned.

They found a hand first, in a gritty inlet at the mouth of Coney Island Creek. It was a cold afternoon in January, a thin blanket of snow lending the scene a rustic veneer, but beneath it were layers of garbage, and worse.

Detectives in long coats fanned out. A foot turned up nearby, seeming, like the hand, to have been severed.

Other body parts were found nearby in March, none of any use in identifying the person. “Various pieces in various places,” said Assistant Chief Patrick Conry, Brooklyn’s chief of detectives. Investigators thought they were the remains of a woman and could only guess at her age, anywhere from 25 to 45.
...
Detectives took the blurred image to a tattoo artist in the neighborhood where the body parts were found, and he rendered what it may have looked like. His drawing looked like a rose with a name: Monique.

As far as I can figure out, maybe there's just one Jane Doe, the tattoo belongs to the scattered body parts and Daily Fail used a smidgen of creative licence or unfounded assumptions when they said she was found unconscious and the paramedics were unable to revive her ? The addresses mentioned are in the same neighborhood very close to each other.

i think the tattoo belongs to the parts one and perhaps the one found on the sidewalk is someone else. the last article clearly links the tattooo to the parts.

These are the four mappable locations mentioned in the various articles: https://goo.gl/maps/wG2ew
They're close to each other but not that close, either. Quite a bit of scattering, apparently.

She has a Namus entry now that clarifies that Monique is the dismembered woman. https://identifyus.org/en/cases/13810

She is now in Namus with medical information not mentioned here or any news article yet. No rule outs so far.
