GA - Randolph Christman Cobian, ex- police officer convicted child molestor
A fired Henry County police officer charged with child sex crimes appeared before a magistrate Monday morning, handcuffed and wearing an inmate jumpsuit.
Randolph Christman Cobian, 28, of McDonough is charged with aggravated child molestation and child molestation in connection with an alleged "inappropriate" relationship with a 16-year-old girl. Henry police said the two met about a year ago when Cobian volunteered to coach her school's swim team. He then became a trusted associate of her family, police said.
Cobian was fired and arrested Friday after being caught about 5:30 a.m. at the girl's home by her father, Henry police said. Cobian was on duty at the time and was a "significant" distance from his patrol zone, police said.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
