CA - Child Molester Faces Third Strike/Unregistered offender
With two strikes on his record, a Northern California man returned to court Wednesday to face a new set of criminal charges.
This time, convicted child molester and police impersonator Shawn McGowan, 28, may not ever be able to leave jail again. In a brief hearing Wednesday afternoon, the judge made it clear it will be a third strike case.
McGowan was arrested Monday when showed up for sentencing for another crime -- impersonating a police officer. He faces three new felony counts of failing to register as a sex offender, which could bring a sentence of life in prison if he's convicted.
According to authorities, McGowan drove around the Antelope area asking children and women if they wanted rides. Although he was not in uniform, he wore a revolver, baton, flashlight and a fake badge, and he had a red light on his car, according to authorities.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
