AK - Suspected serial rapist in custody,anchorage, 2005
A man who Anchorage police say is a serial rapist, preying on women walking alone at night, is behind bars, held on $150,000 bail. His capture came after DNA tests linked him to at least three sexual assaults and victim testimony linked him to a fourth. The question now is whether Timothy Barrickman figures as a suspect in other unsolved rape cases.
The Anchorage Police Department is combing through its records, trying to see if any unsolved sexual assaults fit what they say is his modus operandi. That MO involves searching for women walking the streets at night, offering them a ride and then driving them to an isolated spot, like a Midtown parking lot, where they feel helpless.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
