Boy, 13, accused of trying to rape a girl in school
A 13-year-old boy appeared in juvenile court Friday on preliminary charges that he attempted to rape a girl at Belzer Middle School.
Lawrence police arrested the boy about 2:30 p.m. Thursday after a 14-year-old girl told school officials the boy attacked her in a girl's bathroom.
A video camera near a gymnasium on the west side of the school at 7555 E. 56th St. captured the boy's image near the bathroom before and after the time the girl said she was attacked, Vice Principal Timothy Mankin told police.
The girl told police she was washing her hands when she noticed the boy in the bathroom. The boy grabbed her, shoved her into a stall and locked the door, according to police.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
