A Chicago family believes a boy who was found sexually assaulted and suffocated to death in a North Side park earlier this month was lured by a person on a telephone chat line.

The body of Michael Williams Jr., 14, was found naked in a park in the 2700 block of North Lake Shore Drive. His cell phone was found in the 4400 block of North Lake Shore Drive, both locations more than 20 miles away from his South Side home, NBC5's Kim Vatis reported.

"It was quite disturbing, but at least I got closure, because I couldn't sleep when I first heard about it, thinking that somebody had him, torturing him or whatever," the victim's father, Michael Williams Sr., said.

Williams said he believes his son was using the chat lines because his cell phone bill was extremely high. He said his son had never been to that part of the city before, and had no reason to be there, Vatis reported.

"I think they should just shut them all down, because where they have stuff set up for teenagers kids and teens to talk on, it's just a setup for people who want to commit crimes against children," Williams said.

Police aren't saying whether the phone chat lines were directly linked to Michael Williams Jr.'s murder, but are looking into his phone records during the course of the investigation.

The younger Williams was a junior deacon at his church and was about to begin the eighth grade at Vernon Johns Community Academy.

Police are investigating the murder of a 14-year-old Chicago boy who was sexually assaulted and suffocated and then left on a North Side street, miles from his home, authorities and family members said.

The family of Michael Williams Jr. last spoke with him Aug. 17 when he left his grandmother's house at 105th and Eggleston to go to a nearby park. Later that evening -- no later than 9 p.m. -- he called his grandmother and said he wouldn't be late, said his father, Michael Williams Sr.

Michael's calling to check in with his family was apparently typical of a kid investigators say was almost always supervised and never in trouble with police. Now the family and investigators are looking for help in understanding how he wound up so far from home.

"He was a good kid,'' said Belmont Area Detective Anthony Giralamo. "We don't have any record of him being in trouble. ... If anybody has any information or may have seen him, we're hoping they will call.''

A 28-year-old man was charged with sex offenses against a 14-year-old boy whose body was found naked in Lincoln Park in mid August, police said Thursday.

Shawn Thigpen, of Chicago, was charged late Wednesday with three counts of felony aggravated criminal sexual abuse and was to appear for a bond hearing Thursday, according to police News Affairs Officer Laura Kubiak.

A South Side man is accused of sexually abusing a Chicago teen who was found murdered last month. Shawn Thigpen was in court Thursday on charges he sexually abused three teenagers over the last 19 months.

Thigpen is not charged with murder, at least not yet. Investigators say they have physical evidence and cell phone records indicating the suspect was in contact with the young victim on August 17, the day the boy disappeared.

Before Judge Laura Sullivan denied Thigpen bond, prosecutors said the ex-convict's DNA had been recovered from a 16-year-old Berwyn boy with whom the suspect allegedly had sex in 2004. They said his DNA was also found on Michael Williams, Jr.'s body last month. The assistant state's attorney did not mention that Williams had been murdered.

Prosecutors say the alleged spree of sex crimes began in February of 2004, days after Thigpen was paroled.

Investigators used the convicted offender DNA index to crack this case. When Thigpen was imprisoned his DNA sample was put on file.

An ex-convict charged with sexually abusing three teenage boys, including a 14-year-old found dead in Lincoln Park last month, might have been off the streets more than a year ago had DNA evidence been tested earlier, authorities said.

Bond was denied Thursday for Shawn Thigpen, 28, on charges of sexually abusing Michael Williams. Williams was reported missing by his family in mid-August and was found dead Aug. 18 in Lincoln Park, authorities said.

DNA evidence recovered from the teen was a match for Thigpen, authorities said. So far Thigpen has not been charged with murder, but the investigation is continuing with Thigpen as a suspect, authorities said.

Authorities are looking into whether an apparent breakdown in the collecting and testing of DNA evidence by the state may have allowed an ex-convict to remain free and sexually assault a 14-year-old boy whose body was found in Lincoln Park in August.

Results from a DNA test that linked the man to the sexual assault of a Berwyn teen were not returned to Chicago police for a year and a half, authorities said.

In that time, the body of Michael Williams was found in Lincoln Park. DNA evidence gathered from the body was linked to the ex-convict, Shawn Thigpen, prosecutors said.

If you have ever watched TV late at night, you may have seen them advertised. Usually they are 900 numbers, though sometimes they are free. A phone chat line is where a number of people phone in to one number and are connected together to talk. I have never used one, but have seen the ads.
