Man sentenced for sexual assault of neighbor, age 10
A Rochester man was sentenced to 23.5 to 67 years in state prison Wednesday after being found guilty in May of sexually assaulting a 10-year-old girl who lived next door to him.
Dodge was found guilty in May of sexually assaulting his then 10-year-old neighbor. Between the months of October 2003 and January 2004, he exposed himself to the girl, rubbed himself against her, and forced her to perform a sexual act. The victim's family was close friends with the Dodges at the time, and the girl regularly visited their home. The two families lived in opposite sides of a duplex.
Dodge has previously been arrested by Dover police for trying to lure school-aged girls into his vehicle, he added.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
