She sure does look like her; the only difference is her hair color and the fact that she would have been slightly older by 1968. I hope they look into it.
Who was Walker County Jane Doe?

St. Charles County police exhuming body of girl found dead in 1968, hoping for break in case

Authorities haven't developed any new leads, but the St. Charles County Police Department hopes that technology developed since 1968 can help solve the case. The case was ruled a homicide.

In addition to the plan to use DNA testing, police arranged for the National Center for Missing and Exploited Children to produce a fresh depiction of the girl as she may have looked while alive, based in part on photos of her body.

MO - West Alton, WhtFem Toddler, 2-3, Found by Fishermen in Mississippi River, Feb'68

Police exhume body of a toddler found stuffed in a suitcase and thrown into Mississippi River fifty years ago in hopes of finally identifying her

    http://www.dailymail.co.uk/news/arti...fying-her.html

Jane Doe West Alton, as she is referred to, was thought to have been just 2 or 3 years old when her body discovered by fishermen in Missouri on February 1, 1968.
Investigators at the time had ruled her death a homicide without revealing how she died, but were never able to identify the toddler, or track down her killer.
She was buried in an unmarked grave in Oak Grove Cemetery in St. Charles.

Thursday morning, police exhumed the remains of a young girl who died in 1968. The toddler's body was found inside a suitcase near the Clark Bridge in West Alton.

Police recently released a sketch of what she may have looked like. They're hopeful DNA testing will help them figure out what happened.

She plans to compare the girl's DNA to samples from parents have reported their children missing since 1960.
A composite recreation of the missing girl has been assembled by the National Center for Missing and Exploited Children in the hopes of identifying her.
But officials they believe they will have a more accurate age estimate and better facial reconstruction of the toddler within a few weeks, according to 11 Alive.

She was buried in an unmarked grave in Oak Grove Cemetery in St. Charles.

Now officers are hoping technological breakthroughs will finally be able to crack the decades-old cold case.
Jane Doe West Alton will be returned to her grave in a new casket once investigators have analysed her body and taken DNA. She may also be given a headstone.
This case breaks my heart. I do not know how to find any missing toddlers from that time frame. Likely, she was never reported missing. Going to see if I can find anything today.

Here are a couple of possibles; however, either one would have had to be preserved prior to being dumped because of their missing date:

Could she possibly be Elizabeth Gill?

ETA: Now I see that this possibility is already being discussed in Elizabeth's missing thread:

I was sent a pm photo of this little girl, and asked to do a reconstruction.

Here is my estimation of what she looked like in life.

The photos don't give any hint of her hair length or style, so the dual pigtails are my artistic license.
