    GA - Toddler found bound in tape in locked car, Hall County

    An 18-year-old mother is in custody after being accused of wrapping her toddler with packing tape and leaving him in a locked car for hours. Her 16 month old son was found with tape around his face covering his mouth and around his wrists and ankles.
