    The body discovered by a fisherman Monday on Indianapolis' northeast side has been identified as one of the teenagers allegedly killed by an Indianapolis bounty hunter last year.

    Police identified the body, found in the 6400 block of Olivia Lane, as Timmee Jackson, 15, who, along with 16-year-old Dionne Williams, went missing Christmas Eve.

    Bounty hunter Kevin Watkins was later charged with the boys' slayings.

    Jackson was identified by fingerprint comparison, police said, and his family has been notified. His cause of death is not being released, but the coroner has ruled it a homicide.

    The search continues for the body of Williams, police said.

    Bounty hunter accused of killing 2 Indianapolis teens on Christmas Eve


    A bounty hunter is accused of killing two teenagers late Christmas Eve and burying their bodies overnight into Christmas morning.

    The bodies of 15-year-old Timmee Jackson and 16-year-old Dionne Williams have not been found, but police say there is enough evidence to determine they are dead - murdered by 49-year-old Kevin Watkins.

    Watkins' house on East 23rd Street is where police found large amounts of blood on leaves in the yard and leading to a nearby shed. Watkins denied knowing anything about the blood or the bloody clothing found in a garbage bag inside his SUV. Police say the clothes match what Timmee Jackson and Dionne Williams were wearing the last time they were seen on December 24th.

    "He didn't come home," said Pleasure Jackson, speaking about her brother Timmee. "We was like, that's not like him, to not just come home and we was looking for him all night, calling around for him…on Christmas Eve."

    Word in the neighborhood circulated the boys had broken into Watkins home, so his mother stopped by to talk to Watkins. When she saw blood on the front steps, she called police who searched the home, the SUV and Watkins' bail bonds business in the 6000 block of Massachusetts Avenue. Large amounts of blood as well as human tissue and a body part were found in various locations on Watkins property. By the day after Christmas, it became clear the boys were likely dead.

    Outside Marion County Criminal Court 5, after Watkins' initial hearing on charges of double murder, emotions ran high. Some of the victim's family members had to be restrained by deputies.

    "It's stressful on the families," said Marion County chief deputy prosecutor Denise Robinson. "It's this time of year, it's the circumstances of this case, it's the unknowing of certain things."

    As for the man accused of murdering the boys and disposing of their bodies - which still haven't been found - family and friends struggled to believe the accusations.

    "I just think it's not him... He's just not that type of person," said Kathy Parks-Winfrey, who said she’s known Watkins more than two decades.

    Though Watkins made a living providing bail for accused criminals, he himself isn't eligible for bail since he's accused of murder. He'll remain in jail at least until he goes before a judge on February 16th.

    Disturbing scene

    Investigators found blood in Watkins' front yard Christmas morning leading into two trails - one that went into his own back yard and a second that went behind the garage of the vacant house next door. They also saw blood on the rear bumper and doors of Watkins' SUV.

    Oh wow.
    I'm so happy both bodies have been found. Now the family and friends have some kind of closure.
    If convicted, I hope this man burns in H E double hockey sticks.

    How horrible...even if the boys did indeed steal from this man (and it doesn't seem he even knew for certain, just thought) it is NO excuse to murder them.

    RIP Dionne and Timmee.

    The prosecutor handling the case of an Indianapolis man accused of killing two teenagers, one of whom he allegedly believed had burglarized his home, says the man’s double-murder trial likely won’t be held until early next year.

    Watkins faces an Aug. 26 pre-trial hearing. He’s charged with killing 15-year-old Timmee Jackson and 16-year-old Satori Williams.

    I read about this before but never commented. what did he do, just shoot them in his front yard? on Christmas? and he held and cuffed another teen about the same dang burglary? call the cops, dang!!! you are 49 years old dude.

    Last week, Watkins wrote a letter to the judge presiding over his case, Judge Grant Hawkins, telling him he has PTSD and that his incarceration is exacerbating it. Watkins also wrote “54:17” twice on the letter – apparently a reference to the Bible verse Isaiah 54:17: “No weapon formed against you shall prosper / And every tongue which rises against you in judgment you shall condemn.”

    The letter is one of two Watkins has written to Judge Hawkins.

    In April, Watkins wrote a lengthier letter outlining his belief that the authorities have “manufactured a case and or cases against me” in order to “obtain a tainted conviction.” Specifically, he accuses IMPD detectives of harassing a witness in the case.
