Ginger Hudson has a scar inside her lower lip which could be from removal of an oral cyst: http://doenetwork.org/cases/1161dfks.html She's got a pretty fair facial resemblance and would have been 38 at the UID's time of death, but nothing else is particularly close.

I'm trying to make out the design on the shirt and not having much luck. I have a general impression there's a motorcycle facing us head on, and possibly a wing design? And it looks like it says LA in the ribbon underneath.

There's an LA Rock City news "L.A.'s local rock newspaper since 1983" Does it look like a globe in the background on the shirt?

Wow, yeah, that does look like a good find! According to their website they've been around since 1988 under that name, so they're old enough.

Their logo is a globe, as Sleuthster said, and that could be a globe in the background. Still can't make out the rest of the stuff though.

I think it makes it possible (likely?) she was from the Los Angeles area.

I found Charlene Barrios http://www.doenetwork.org/cases/1153dfca.html

Charlene was 26 when she was reported missing in 1988, the first year the Rock City News existed under that name, so she would have been 36 in 1998, in range. At 5'9" she's a little taller. Weight doesn't match but ten years is plenty to have gained a lot of weight.

The thing that really caught my eye was the circumstances:
"In August of 1990 the mother of Charlene reported that she was missing. She said that she [presumably the mother] last spoke to Charlene in September or October 1988, when Charlene mentioned she was in Florida.
All efforts are being made to locate Charlene and the case is actively being worked by authorities."
