Manatee deputies investigating abuse, death of 15-month-old boy

MANATEE -- The Manatee County Sheriff's Office is investigating the death of a 15-month-old boy whose injuries were consistent with child abuse.

On Saturday, deputies were called to Manatee Memorial Hospital because of suspicious circumstances involving Knowellan Kelly.

Deputies said Knowellan was treated at the hospital and then transported to All Children's Hospital in St. Petersburg, where he died Sunday night.

An autopsy performed Tuesday showed Knowellan died of injuries consistent with child abuse. The child had been staying with his mother, Danake Crawford, and her boyfriend, the sheriff's office said.

I just read this entire report, and I am beside myself. Do we know what the final punishments were? From what I gathered, the two investigators faced 5 days suspensions up to termination. I can't believe they aren't facing criminal prosecution JMO!

Everything about this heartbreaking case leaves me :stormingmad:

How can a family with this much interaction with "the system" have ended up with so much abuse, and precious Knowellan dead?

State statute requires a CIRRT be deployed when DCF is involved with the family in the 12 months before the child's death, in which an allegation of abuse was verified. While an investigation of Knowellan's mother was initiated four months before the child's death, none of the allegations were verified so it does not meet the threshold to deploy a CIRRT, according to DCF press secretary Michelle Glady.

A review of the case will still be conducted by DCF staff, however, and a report will be made public, Glady said.


Where are these public reports kept or obtained from? Does FL DCF have a repository somewhere to access?

Manatee, Florida - 10News WTSP first uncovered that two child protective investigators were punished -- not fired -- for mishandling a toddler's case.

Documents released by the Manatee County Sheriff’s Office shows just how many times this case fell through the cracks.

A case review of 15-month-old Knowellan Kelly's mother Danake Crawford's history with the sheriff's office's Child Protection Services shows 5 calls into Florida's Abuse Hotline between 2010 and 2015 were reviewed and the decision to not generate an abuse report was "appropriate.”

Four months after CPS's last contact with the family Kelly was dead. The mother's boyfriend John Stewart is charged with his death.

The review revealed the cases were mishandled "that the investigations lacked a thorough assessment of the family and the impact the family dynamics had on child safety."
 
Well, another dammit. I guess little Knowellan either cried too much or too loud, or wouldn't eat his dinner.

Shameless and inhuman. What is with these boyfriends?? We see it, and see it, and see it. This mother was in trouble, yes, but was prolly too zonked to know or care about getting help from someone -- and who would it have been? (I am NOT defending her.)

DCF really fudged this one up big time and so did the other folks who should have reported what they saw ASAP. Now we will never know what kind of man Knowellan would have been -- a fireman, saving lives; a teacher, helping children read and have pride in themselves; a doctor, healing abused children; an inventor; a great artist, dancer, singer, or actor; a good father and community leader -- we will never know because he wasn't given the chance to show us.
