Teen fatally shot by cop as he was scaling fence

An eyewitness claims that she saw Loury jumping a fence when he was shot, something confirmed by a law enforcement source
Police maintain that he pointed a gun saying that one was found on the scene while another claims Loury was a 'documented gang member'

Question : Should the police allowed him to scale the fence and then maybe followed him, and tasered him ? Was their reaction too harsh ?

A law enforcement source confirmed the account, saying the boy's clothing had become caught in the fence.
-- Is it law enforcement protocol to run after him and attempt to grab and wrestle the perp down on the ground and only shoot if the fleeing suspect has no weapon ?

Loury's aunt, Karen Winters, said of the tragic situation; 'Once again, we're looking at environment, this community, how some of these young boys are just plagued with certain influences.'
The deceased teens family would seem to think it's outside influences at work here, contributing to the problem of youth behavior. If Pierre felt threatened by the people he was with in the car-- maybe he had no choice but to do as he was told ?

The teenager's mother, Tambrasha Hudson, claims her son did not even own a gun.
The pic. on the DM site (take it with a pinch of salt) shows Pierre with a gun, but it could have been a photoshopped picture, a borrowed gun , or possibly an airsoft gun .
Didn't find any facebook page under the name Pierre Loury.

I'm curious if his family was involved in his life, or if he was a troubled teen who was not able to be controlled even by his family ?

Very tragic when a young person loses their life in this manner. Somewhat undecided if the cops should have tried to just run after him and jump on him ?

Other protesters walked away from the entrance to the highway, some shaking their heads furiously and questioning the leadership of the group.

Which of her statements is more credible - her stmt to LE she saw nothing OR her stmt to MSM that she saw the shooting as teen climbed fence.

ETA: When faced w contradictory stmts like this ^, I have a difficult time believing either version or anything else he/she says. JM2cts.

Maybe shot in the back and it exited his chest ? From the DM photo, it looks like there's a leo on the side Pierre landed... but maybe the cop had climbed the fence to give aid if PL was just wounded ?
And I'm assuming PL would be alive if he hadn't decided to run away. If you're told to get on the ground you should probably obey.
Since PL's mother says he didn't have a gun, was the gun found on his body borrowed or did he just purchase it ?

you take one hand and foot off the fence and kinda spin/ swing. If your right handed and IF you want to point a gun at someone you take right hand , and right foot off the fence. Hope that makes sense??

^sbm, bbm^ The pic of him w gun (if not photoshopped, etc) was there on his FB, big as life (along w pix of him flashing /counting greenbacks).

It's poss that the teen did not own a gun. Is it possible he did own a gun? If owned, not legally, because of his age - 16.
Illegally? Would his chums lend him gun/s? Was mom unaware of that? Or just denied it?

Was mom who presumably saw his RMG tattoo on his neck, above collar, clearly visible, unaware it's a gang tatt? Not see pix on FB? Or just ignored?

Denial about loved ones can be stubborn state of mind, even in the face of overwhelming evd. IDK. JM2cts.
 
The key is the gun. If it can be linked to PL, case closed.
