OH - Desion Brown, 21, shot to death, Warren, 7 Oct 2005
A toddler just 10 days shy of his first birthday is back in his mother's arms, and a homicide suspect is in custody after Warren and Youngstown police worked quickly Friday.
Warren police responded at 4:44 p.m. to a report of a shooting in the 2400 block of Willow Drive S.W. A press release states they found Dion Brown, 20, with a gunshot wound, and Brown later died at Forum Health Trumbull Memorial Hospital in Warren.
The press release said no further information was available.
Youngstown police said they received a tip about 7:30 p.m. that Edward Brown, 20, of Peace Avenue, a man Warren police were looking for in the shooting death of Dion Brown, was driving toward Youngstown. They also received an Amber Alert that Edward Brown had abducted a child.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
