Can they just tattoo what he intended to do on his forehead before releasing him into gen pop? I think the inmates would help us rid the world fast of this "thing"

They need to give him a lot more than 10 years - he is young, and he can do a lot of damage if he gets out in 10 years, and that's even if he does the entire 10 years which isn't typical.
