Real piece of work hitting another child in an attempt to frame that child:
After the shooting, police say Phillips got off the bed and hit one of the children, a five-year-old, in the face with a closed fist and wiped blood from his hand onto her shirt, in an apparent effort to make it look as if the child was responsible.

Per police, "....the girl and her six siblings — who range in age from seven months to 13 — were in the bedroom of the Kensington home
when Phillips came into the room, took his gun from its holster and started "carelessly and recklessly waving and pointing the gun around in the room."

"Five of the seven children, including the victim and the daughter originally blamed, are Phillips' biological children, Clark [Capt. of P.P.D.] said."

RIP little girl. Thoughts & prayers for family & friends.
 
Thanks for posting this BW. I read this story earlier and was infuriated. What a to blame his daughter for his carelessness and being so reckless, waving a gun around kids......and then he runs away. What an a$$.
 
Sounds to me like the father was playing Russian roulette with his children's lives. The Idea he would try to frame another one of his children says a lot for this creep! JMO

I wonder if he was threatening the children to behave with the gun,why would you wave a gun around a room with 7 kids?This was not playing.These children must be terrified of him.

M3 is a felony charge that's only done in a few states, but it is distinct from Manslaughter. This article broadly covers the differences in PA:

An intellectually disabled Kensington man pleaded guilty Friday to third-degree murder in the accidental shooting of his 4-year-old daughter, who had been watching a television cartoon with her siblings.

Phillips entered an open guilty plea – meaning there was no agreement on his sentence – to homicide and 16 other counts including child endangerment, a weapons count, simple assault, tampering with evidence, and reckless endangerment.

In simple words, 5-year-old Amisha Phillips described what happened to her younger sister on a tragic afternoon two years ago.

“My father was playing with the gun and he tried to shoot the TV and he shoot Tahirah,” Amisha told a Philadelphia Children’s Alliance worker during a videotaped interview six days after the shooting.

“I miss her,” Amisha said of her younger sister.

Part of that interview — and that of three of her siblings — aired in a Philadelphia courtroom Tuesday as a judge ordered Maurice Phillips to serve 10 to 20 years in state prison for fatally shooting his 4-year-old daughter.
