I would guess this would be near Stockton.

I wonder if they ever found the other parts.
 
I grew up in this area. My bet is he was either with bikers or involved with drug related activity & that led to his sad end. If someone posts his tats & description in downtown Modesto, Stockton or even the South Bay Area tips may come in.

My half-brother was involved in this world during the era this UID was found & let me tell you, there were some scary characters in that game.
 
These tatts don't look terribly professional, even for that era. I wonder if we are looking at prison productions or just backyard/home doodles.

Be pretty rare to run into colored prison tattoos back then. My question is are we sure thats a grimm reaper? Looked like a wizard to me
