Danger on the freeways.

Valley drivers are on "high alert" after a series of freeway shootings over the weekend.

"Somebody is going to wind up dying," said motorist Andrew Packer.

Shots have been fired at several vehicles on Interstate 10 in Phoenix over the past few days, with bullets striking four vehicles and injuring one person, according to Arizona's Department of Public Safety.

"You should be concerned," DPS Director Col. Frank Milstead said. "We have someone or some people shooting guns at moving cars on Interstate 10. It has not ended in a tragedy but it could."

Milstead called a news briefing Monday afternoon to emphasize the need for the public's help in solving the case.

Thanks for posting that. I'm going to have to do a timeline of these highway shootings and see if the frequency of these things is picking up. I think it is.

Those four shootings from Sat. and Monday were right in the middle of Phoenix. It's unusual for those kinds of highway shootings to be in the middle of a dense urban area. They were a bit over 60 miles from the series of four shootings along a short stretch of highway 71 in Congress, AZ, to the north of Phoenix on 7/20/15.

I listened to the DPS chief: 'You should be concerned' about I-10 shootings video. By The Associated Press, Jennifer Thomas, and Phil Benson, CBS 5 Phoenix.

It was a relatively long piece - 3:25 min. - and had some good shots of the highway (big - five lanes each direction) and of bullet holes in the vehicles (you could see holes in windows, and the widows stayed pretty much intact, which left me scratching my head. Laminated side windows?). But the neither the news people, nor the LE spokesman, nor the 'man in the street' had much of anything to say, just the usual stuff that we always hear. No one yet knows from where the shooter shot or anything else about him. I didn't notice any indications that any information is being withheld.
 
The Phoenix cluster is starting to sound pretty serious, with a new report of a fifth attack, this one vs. a policeman.

The side window of a Phoenix policeman's car shattered while he was driving his own car on I-10 near 35th Ave. in Phoenix today (Tues. 9/8/15). "The AZ Dept. of Public Safety said it wasn&#8217;t sure yet whether there had been a shooting or if something else hit and broke the window." We had noted four seemingly random shootings on the same stretch of highway from 8/29 to 8/31/15.

PHOENIX - Arizona authorities are investigating another possible shooting on a Phoenix-area freeway, reports CBS Phoenix affiliate KPHO.

Officials were already probing nine other vehicle shootings that took place over the past two weeks in the same area.

Arizona Department of Public Safety Director Frank Milstead has called the incidents "domestic terrorism crimes."

"Anytime that you have multiple shootings against American citizens on a highway, that's terrorism," Milstead said. "They're trying to frighten or kill somebody."

Window shatters on freeway as police investigate shootings

On Tuesday, a passenger window on the Phoenix police sergeant's personal car shattered while he was driving to work before dawn on I-10 between 35th and 43rd avenues, according to DPS officials. The officer was not injured. Another shooting happened nearby a minute later.

In a statement, Arizona Gov. Doug Ducey said "the safety of Arizonans is our No. 1 priority, and we are committed to apprehending those responsible for these crimes."

The shootings brought back memories of other random highway and roadside shootings that have occurred around the country over the past decade, most notably the sniper attacks that terrorized the nation's capital more than a decade ago.

In other cases, a man was convicted last year of terrorism charges after opening fire on a busy Michigan highway because he believed the drivers were part of a government conspiracy against him. An Ohio man took shots at several cars and houses over several months in 2003, killing one, before being caught and sent to prison.

Law enforcement officials who helped crack the cases in Ohio and Michigan described the difficult task of nabbing a suspect in highway shooting investigations.

The efforts require a large number of officers who are ready to flood an area immediately after shots are fired, said Lt. Ron Moore, who commanded a Michigan task force that investigated the 2012 spree in which 23 vehicles were shot on or near Interstate 96.

"You have to bring all the resources you can to bear on the problem -- and that's exactly what we did," said Moore, an officer in Wixom, Michigan.

Phoenix Sniper Strikes Again: Arizona Cops Confirm 11th Freeway Shooting

"The shootings have drawn comparisons to the sniper attacks that terrorized the Washington, D.C., area in the fall of 2002. Ten people were killed in those shootings, which targeted drivers pumping gas and people out for other ordinary errands."

The D.C. 2002 series don't make for a good comparison from the standpoint of technique. The D.C. 2002 attacks involved a stationary target and usually killed or wounded someone. The AZ attacks have all involved moving targets and only one minor injury from flying glass - knock wood. There have been relatively few incidents of bullet injuries in the shootings of moving vehicles that I've surveyed from 1/13 to date. It's just too hard for most people to make those kinds of shots.

Arizona Department of Public Safety spokesman Bart Graves confirmed the man was being questioning but had no additional details. Police were at a convenience store near Interstate 10, focusing on a white SUV.

Eleven cars have been shot since Aug. 29, eight with bullets and three with projectiles that could include BBs or pellets. One girl's face was cut by glass as a bullet shattered her window.

The search for suspects has taken on a frenzied pace in recent days, with a panicked public flooding a police hotline with tips.

Authorities appealed for help through social media, news conferences, TV interviews and freeway billboards. On Thursday, the messages morphed from "report suspicious activity" to "shooting tips" to the more ominous "I-10 shooter tip line."

DPS says man arrested Friday not "prime suspect" in freeway shootings
12 News and AP 1:56 p.m. MST September 12, 2015

Arizona Department of Public Safety officials say Oscar de la Torre Munoz,19, the man questioned as a person-of-interest in the freeway shootings, and later booked on unrelated charges is not the "prime suspect."


DPS spokesman Bart Graves, told 12 News Saturday morning Torre Munoz was never the chief suspect, and authorities are continuing their investigation.

Meanwhile, Torre Munoz is being held in jail without bond because authorities say he had a warrant out for his arrest on a probation violation.


Authorities said Torre Munoz pleaded guilty a month ago to an endangerment charge in Maricopa County Superior Court

PHOENIX (CBS5) - Bullet trajectories could indicate freeway shooter's location

The key to identifying whether the freeway shooter is shooting from a car or standing on a bridge or overpass is the trajectory of the bullets, according to one former police sergeant who spoke to CBS 5 Investigates.

"It starts to narrow down whether we think it's a mobile shooter, or do we think it's someone who is stationary," Kevin Boontjer, a retired Tempe Police sergeant with 24 years in law enforcement, explained.

Boontjer said if he had to speculate, he would say the shooter is likely firing from a moving vehicle.

The answer to whether that's the case will come from the angle at which the bullets are striking the targeted vehicles, something law enforcement investigators likely already know, but are not releasing to the public.

Seems that AZ investigators are beginning to use the road debris explanation for the latest Interstate 10 side window shatterings. Imo, this explanation is a result of a lack of a proper investigation via lab tests of the specific incidents. In the MI Highway shootings, it wasn't determined that a firearm was used until the results of lab tests came back... jmo

The shootings have terrorized Valley drivers for the past couple of weeks.

Investigators have confirmed 11 incidents in the last two weeks, mostly shootings and some projectiles.

In addition to the tipline, a dedicated 24-hour crisis hotline has been activated for people who are anxious about the freeway shootings.

"It's a normal reaction to stressors like this that occur that are completely out of the blue and unexpected," Joel Conger, the director of crisis services at Mercy Maricopa said. "That's how we are here to help, to help folks talk through their fears, their concerns, their anxieties."
