    LA - Deputy David Michel, 50, fatally shot, Harvey, 22 June 2016 *Arrest*


    The man suspected in the fatal shooting of JPSO Deputy David Michel Jr. has been captured during a manhunt in a Harvey neighborhood near the scene of the shooting, authorities said Wednesday afternoon (June 22).

    The man is suspected of shooting Michel several times during a pedestrian stop at Manhattan Boulevard and Ascot Road, in the Pebble Walk neighborhood in Harvey, authorities said. They did not name the man who was arrested.

    Fortunato and JPSO Chief Deputy Craig Taffaro said that during the pedestrian stop, a scuffle between Michel and the suspect began, at which time the suspect pulled a gun from his waistband and shot the officer several times -- including once the officer was on the ground.

    In a late night news conference, Jefferson Parish Sheriff Newell Normand described the deadly shooting that swiftly unfolded after Detective David F. Michel Jr., 50, tried to search Jerman Neveaux.

    The sheriff said the officer had noticed Neveaux walking behind another person who appeared to be nervous, so he pulled over. Michel approached Neveaux and placed him up against the police vehicle so he could search him, Normand said. But Neveaux flipped around, "went chest to chest" with the officer, pulled out a gun and — reaching over Michel's shoulder — shot him in the back.

    "As Detective Michel fell to the ground, he fired two more shots at point-blank range into the back of Detective Michel," Normand said.

    The officer was able to get on the radio and say he'd been shot, Normand said.

    Normand said five witnesses identified Neveaux as the shooter, and authorities found the gun on him and have been able to match it forensically to the shooting. A spokesman for the sheriff's office, John Fortunato, said he has been arrested on charges of first degree murder and assault.

    The suspect admitted shooting the officer and said he was on probation for another offence and didn't want the officer to find the gun and arrest him, Normand said.

    The Jefferson Parish Sheriff's Officeon Friday (June 23) released a new booking photo of Jerman Neveaux, showing the 19-year-old's face bruised and swollen from what Sheriff Newell Normand said were lacerations to his face and a fractured eye socket.

    Normand did not discuss in detail the injuries to Neveaux (...) But a video of Neveaux's arrest recorded by a witness later that day shows at least two officers apparently punching Neveaux as he's on the ground during his arrest -- with one of the officers hitting him about 10 times or more.

    Normand said the circumstances of the arrest are being investigated by the FBI Civil Rights Task Force, of which JPSO is a member.

    No medical exams for suspect in JPSO deputy killing, judge rules

    Lopinto pointed out that Neveaux has returned to UMC for medical exams on more than four occasions since he was incarcerated at Nelson Coleman Correctional Center in St. Charles Parish. Lopinto also argued that Joyce did not have the jurisdiction to handle what seems to be a medical malpractice claim or a civil matter.

    Joyce told Regan she had no information about whether requests for treatment in St. Charles were being denied, but suggested he speak directly with the sheriff about the tests.

    "It might not be the medical treatment you want, but he's getting medical treatment," Joyce said.

    A court commissioner found probable cause Monday to continue holding Jerman Neveaux in jail while he awaits charges in the June killing of Jefferson Parish Sheriff’s Office Deputy David Michel Jr.

    Neveaux, 19, was present in the courtroom as two deputies testified about the details of his arrest. Two of Michel’s relatives broke down in sobs as they stepped outside during descriptions of the shooting.

    Neveaux's defense attorney, Martin Regan, made the claim for the first time Monday that Neveaux was being followed by someone else when Michel stopped and questioned him just before the shooting took place. Police reports have described the opposite scenario, with Neveaux following another individual.

    The man accused of killing a Jefferson Parish deputy was indicted Thursday in the case.

    Jerman Neveaux, was arrested in June in the fatal shooting of Deputy David F. Michel Jr. Neveaux was indicted on a charge of first-degree murder.


    The district attorney's office said it will seek the death penalty.

    Lawyer for man accused of killing JPSO deputy wants confession tossed
    The man accused of killing a Jefferson Parish Deputy is hoping a judge will throw out any statements he made during his arrest.

    Lawyers for Jerman Neveaux, 19, brought the motion in criminal court Friday morning.

    Accused cop killer Neveaux to be evaluated for mental competency to stand trial
    Jerman Neveaux (...) will be evaluated by a court-appointed sanity commission to see whether he can understand the charges against him and participate in his own defense.

    A competency hearing has been scheduled for June 7 before Judge Conn Regan of 24th Judicial District Court in Gretna.

    Psychologists find accused cop killer Jerman Neveaux competent to stand trial, but ruling delayed
    The court-appointed doctors who evaluated accused cop killer Jerman Neveaux have found him mentally competent to stand trial, but their tardiness in delivering that report to the judge will put off an official declaration of that finding for almost two more months.
