    OH - Mom, 21, charged after stillborn baby found, Portsmouth, 25 Oct 2005

    Authorities are investigating a gruesome discovery in a back yard in Portsmouth.

    Investigators in the Ohio River community said the badly-mauled body of a newborn infant was found Tuesday afternoon. Scioto County Sheriff Marty Donini speculates that the baby had been eaten by dogs. http://www.newsnet5.com/news/5179521/detail.html

    Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

    Baby believed to be 1-2 days old

    “The people that live here happened to find it, and they called us,” Donini said.

    He said he didn't know how the baby ended up behind the house owned by the Stiltner family. Donini did not reveal the family members names or the gender of the baby.

    Donini says the local coroner was unable to determine the child's sex. The body has been sent to the Montgomery County coroner's office in Dayton for an autopsy. The sheriff says the owners of the yard invited deputies to search their house and have been ruled out as suspects.

    Caller: Yes, my kids were just outside, telling me the dog was chewing on something, and I walked out there to see what it was. It was a baby. Oh, my God that's the most horrible thing I've ever seen in my life, oh, my God.

    The Scioto County sheriff says 21-year-old Sara Halcomb turned herself in to investigators for a crime so heinous, it kept a family up all night crying.

    Investigators believe Halcomb abandoned her stillborn baby, just 50 yards from the home of Steven Stittner.

    That is so terrible. I hope this girl gets charged with abuse of a corpse or something.
