Identified! CT - East Lyme, WhtMale Skull UP15613, 45-65, @ Const Site, Aug'16 James Balantic

Okay, a couple corrections:

One source says the woods, two others say it was found in/near an "active adult community" that opened in 2010 (so not exactly a housing development).

While there are no missing people from East Lyme itself (at least that are listed in NamUs), there are missing people from the area that should be looked into. Who knows how long the skull has been there (especially if it actually was in the woods).
 
We've got some missing people from the area: in New London, Norwich, Waterford... that said East Lyme is right off of I-95, so this person could have come from anywhere.

Alternatively, it could be Native American or ancient remains. Lots of Colonial and Native History in that area.

A person called police just before 7 a.m. Monday morning. They told troopers at Troop E in Montville that they found a "suspicious item." It appears that item was a human skull, which was lying about 150 yards into the property of the Sleepy Hollow Road and Van Winkle Way in the Niantic section of town.A source tells FOX 61 it's likely an animal dragged the skull out of the nearby woods to the side of the road. The same source says more remains were discovered in the woods and that this skull was likely related to the other find.

The National Missing and Unidentified Persons System says 170 Connecticut residents are currently listed as missing, including Bettina Scott, of East Lyme, who has not been seen since Christmas Day of 2004.

Whoops! It said East Lyme right in the article too. Sorry about that! Just goes to show how tired I am lol (I just saw the word Lyme and immediately thought "Old" as one of my aunts used to live there). Mods feel free to correct the title, as it is a different town.
 
East Lyme — State and local police spent much of Monday investigating on scene after someone found a partial human skull near where Sleepy Hollow Road turns into Van Winkle Way early Monday morning.Van Winkle Way begins at the entrance of Sleepy Hollow Hills, a private, 55+ adult living community located just beyond Stone Cliff Drive.
According to police, the partial skull was located at 6:51 a.m. A deeper search into the woods revealed more skeletal remains, police said.

So the location is both the woods and the entrance to the community? Well, at least we cleared that up. I wonder what else they found, though. Or gender, or race, or how old they were.... Ugh, the lack of info is killing me.

(Mostly because I wouldn't have a reason to). I definitely laughed when, during the video, she said something to the effect of "Crime can't happen here, this is /East/ Lyme!"

Southeastern CT is pretty much all deciduous forest, so even though there's some smaller cities, there's a lot of woods.
The house I grew up on was on an acre, primarily wooded. You wouldn't call it rural though, definitely suburban, in a subdivision / neighborhood built in the mid-50s.

Coincidentally, my parents lived for a bit in a 55+ community in Niantic, the town next to East Lyme.
